What are "Commitments"?
Webstore keeps track of items you are currently bidding on, or have purchased, using a value called "Commitments".

Commitments are items for which you are obligated (or committed) to pay. Whenever you place a bid or make a purchase using buy now, Webstore increments your number of Commitments.

When you win an auction by bidding or using buy now, that purchase becomes a Commitment for which you are obligated to pay. Once you pay, that item is removed from your current number of Commitments.

When you bid on an item, it increases your number of Commitments because, if you win the auction, you will be obligated to pay/purchase that item. If you should be outbid at anytime, that item is no longer considered a Commitment (unless you bid again and become high bidder).

In summary:
Bids/Purchases add to your number of Commitments
Paying for items, or being outbid, remove Commitments from your account.
